Policy concerning distribution of course syllabi. Passed first reading in Senate on 17 October 2000.
A motion to make a change in the Academic Affairs section of the Policies and Procedures Manual. (c.f. Bulletin, p. 65). The current version of the Manual reads:

Each faculty member is required to prepare course outlines, which will contain the following information which will be distributed to the students during the first week of each semester…The motion is to change the reading to:

Policy concerning the approval process for core courses. (c.f. Bulletin, pp. 108–109).
The motion is to revise our core review policies to note that no new core course that corresponds to a SUNY General Education Outcome [Social Science, Fine Arts, Mathematics (Numerical/Symbolic), Natural Science, Humanities, Other Civilizations (Multicultural), US History, others as they may apply] will be approved for core credit until SUNY System has approved the course for core.

Report From the University Faculty Senator
University Faculty Senate—126th Plenary Session—Morrisville, NY
27–28 October 2000
The University Faculty Senate met at SUNY Morrisville for its 126th Plenary Session. No trustees attended, but System Administration was represented by Chancellor King, Vice Chancellor Richard Miller and Senior Associate Provost Steven Poskanzer. The discussions centered around many of the same issues that have dominated UFS meetings for the past couple of years: General Education, Mission Review, resource allocation etc.
The majority of the business came in the form of resolutions. These are presented below:
1. Resolution on New York State Public Higher Education Conference Board
Rationale
WHEREAS the University Faculty Senate recognizes that there are many organizations external to SUNY that are working to influence the direction of public higher education in New York State, and
WHEREAS advocacy in support of public higher education in the State of New York is crucial, and
WHEREAS there is only one organization that currently purports to include and represent the voices of higher education faculty from throughout the public sector in New York State, and
WHEREAS that organization is known as the New York State Higher Education Conference Board, and
WHEREAS currently, there are no known specific legal or policy constraints that would prevent affiliation with the Conference Board, and
WHEREAS the Conference Board is precluded from taking policy positions without the unanimous concurrence of all constituent organizations present, and
WHEREAS the University Faculty Senate is recognized as the "official agency through which the faculty and professional staff of SUNY participate in the governance of the University"
Resolution
Therefore be it resolved that the University Faculty Senate agrees to affiliate with the New York State Public Higher Education Conference Board.
2. Resolution on Mission Review Memoranda of Understanding
Rationale
WHEREAS the faculty of the State University of New York have the obligation to participate significantly in the initiation, development and implementation of the educational pro-rams of the University, and
WHEREAS the quality and success of academic pro-rams are dependent upon the commitment and support of faculty and professional staff, and
WHEREAS the educational programs of each campus must fall within the campus mission as articulated in the campus mission statement, and
WHEREAS faculty governance representatives have been an early and essential part of the mission review process on each campus, and
WHEREAS each SUNY campus will soon sign a memorandum of understanding which will determine that campus's academic mission and educational pro-rams
Resolution
THEREFORE BE IT RESOLVED, that the University Faculty Senate urges that each campus academic governance body use its appropriate governance powers and mechanisms to review and respond to the proposed memorandum of understanding for its campus.
3. Resolution on PACGE
Rationale
WHEREAS the Provost's Advisory Task Force on General Education (PATFGE) called for the creation of a Provost's General Education Review Advisory Council which was later named the Provost's Advisory Council on General Education (PACGE), and
WHEREAS PACGE's charge as recommended by PATFGE was to "make recommendations regarding General Education program and waiver proposals." and
WHEREAS the Provost's charge to PACGE differs substantially in spirit and content from the Report of PATFGE, and
WHEREAS the members of PACGE nevertheless accepted this daunting task and worked diligently throughout the past year in an effort to implement the Trustees' resolution and the PATFGE Guidelines, and
WHEREAS there is a growing concern on many campuses that the Provost's Office may have been causing implementations inconsistent with the Trustees Resolutions and/or the Task Force, and
WHEREAS campus-based academic decision-making regarding, general education is being stifled and thwarted, if not abrogated, and
WHEREAS The Board of Trustees' Resolution (98-241) on general education passed in December 1995 specifies that
"1. The faculty of each institution will retain the responsibility for establishing the specific course requirements and content of a General Education curriculum reflective of the best practices in American higher education."
Resolution
THEREFORE BE IT RESOLVED, that the University Faculty Senate calls upon the Chancellor to insure that PACGE be reconstituted to function in accordance with Senate Resolution 125-1 and the Report of the Provost's Advisory Task Force on General Education and that it review the work and charge of PACGE to insure that traditional rights of the faculty and the campuses to determine to determine academic courses and programs are reaffirmed and that the SUNY commitment to producing campus-based general education programs worthy of national emulation is sustained.
4. Resolution on Assessment
Resolution
The University Faculty Senate reaffirms its historic support for campus-based assessment and its strenuous opposition to any form of system-wide assessment of student learning outcomes or performance.
